A Questionnaire Study on Consumers¡¯Awareness of the Optical Technologist Law

Abstract
Purpose: This survey aimed to investigate awareness of consumers on the optical technologist law, and then to derive an effective legislative strategy for the optical technologist law.

Methods: From May to August in 2016, a randomized one-to-one questionnaire was conducted with 200 consumers in Seoul, and the results were classified into two groups such as the optical correction-experienced and the optical correction-inexperienced groups.

Results: The consumers¡¯ awareness on the optical technologist law was very low. Hence, many of them answered a neutral position on the questionnaire that asked about the pros and cons of the optical technologist law and the possibility of legislation of the law. In the questions about the reason why the optical technologist law is difficult to pass the national assembly, and how it could be sorted it out, the respondents mentioned a few number of reasons, such as ¡®opposition by ophthalmologists¡¯ and ¡®lack of national consensus¡¯, and also suggested some solutions for them, such as ¡®agreement with ophthalmologists¡¯ and ¡®upgrading national consensus¡¯. On questions of whether the optical technologist law were adopted, more than 60% of the respondents answered that optical technologist¡¯s objective refraction was acceptable. And more than 40% of them did not consider the objective refraction as medical treatment but just as optical measurement.

Conclusion: We could find out that low awareness of consumers is a big obstacle to the legislative process of the optical technologist law. In order to enact that, it would be forecasted through the survey results, showing that it is the most effective way to strengthen the public relations for consumers, and also to focus on agreement with ophthalmologists. Since consumers do not consider optical technologist¡¯s objective refraction as medical treatment and also do not show enthusiastic attitudes to optical technologist¡¯s objective refraction, it would be expected to contribute highly to the legislative process of the optical technologist law if public relations of consumers on the contents of the law is strengthened.
